Sealed bids for the Chemical Storage Improvements at James Estes Water Treatment Plant

ADVERTISEMENT FOR BIDS

Sealed bids for the Chemical Storage Improvements at James Estes Water Treatment Plant will be received by The Water Works Board of the City of Auburn (Board) at City

Hall located at 144 Tichenor Avenue, Auburn, Alabama 36830 until 2:00 p.m. local time, on Thursday, March 15, 2012, and then at which time and said place they will be publicly opened and read aloud.

The work on this project consists of:

Installation of two new fiberglass liquid alum tanks in new concrete containment structure; demolition of existing liquid alum tanks, structure, and piping; and replacement of other bulk chemical storage tanks located in existing concrete containment structure at James Estes Water Treatment Plant.

Plans, specifications, and contract documents are open to public inspection, free of charge, at the Water Resource Management Offices at 1501 West Samford Avenue, Auburn, Alabama, and the McGraw Hill Plan Room in Montgomery, Alabama. Copies may be obtained upon receipt of a refundable deposit of One Hundred Dollars ($100.00) made payable to Barge Waggoner Sumner & Cannon, Inc. for each set. The deposit will be refunded upon return of complete set of contract documents in reusable condition if within 10 days of the bid opening.

A Pre-Bid Conference will be held at James Estes Water Treatment Plant, 1385 Binford Drive, Auburn, AL 36832 at 2:00 p.m. on Thursday, March 1, 2011. Attendance to the Pre-Bid Conference is strongly recommended for all prospective bidders. Please notify Jason Chandler, P.E. with the Water Resource Management Department at (334) 501-3064 no later than 12:00 p.m., on Tuesday, February 28, 2012 if you plan to attend the Pre-Bid Conference.

The contractor shall provide evidence that he has been issued a state license in accordance with Chapter 8, Title 34 of the Code of Alabama 1975 before his bid is considered. Please note that no bid shall be considered unless the State License Number and Date of Renewal are clearly marked on the outside of the bid envelope. The successful low bidder is responsible for acquiring the appropriate business licenses and permits to conduct work within the City of Auburn. In addition to the business license and permit requirements, the bidder is required to remit all applicable sales and use tax, occupational license fees, and contractor/subcontractors license fee in accordance with City ordinances and codes. Any non-Alabama bidders must submit a written opinion from an attorney stating the amount, if any, of preference granted by law to businesses in his state of residence. The contractor shall provide evidence of a Certificate of Exemption issued by the State Department of Revenue (DOR) and shall provide a copy of the certificate to each vendor from whom the contractor purchases materials.

Bids must be submitted on the Proposal Form furnished with the Bid Documents. All bidders must show evidence of state contracting license before bidding or the bid will not be received or considered. The bidders shall show evidence by clearly displaying his or her current license number on the outside of the sealed envelope in which the proposal is delivered.

The successful bidder will be required to complete an E-Verify Affidavit (http://

www.auburnalabama.org/fi/Default.aspx?PageID=120) assuring the City of Auburn, Alabama that they are compliant with the requirements of the Beason-Hammon Alabama Taxpayer and Citizen Protection Act, Act No. 2011-535 (Code of Alabama (1975) § 31-13-9) regarding employment practices.

The Board reserves the right to select the lowest responsible bidder as the best interest of the Board may require, award the contract from any of the bids, reject any and all bids, and waive any informality in bids received.

A cashier's check or proposal bond payable to The Water Works Board of the City of Auburn in an amount not less than five percent (5%) of the amount of the bid, but in no event more than $10,000, must accompany the bidder's proposal. Performance Bonds, Labor and Material Payment Bonds and evidence of insurance required in the bid documents will be required at the signing of the contract.

All proposals will be valid for sixty (60) days from the published bid date.
